Budget 2027: What Does Ireland’s Latest Budget Mean for Home Buyers and Sellers?

Midlands Real Estate | Property Market News | October 2026

The Irish Government announced Budget 2027 on 6 October 2026, introducing a number of measures that could influence the residential property market over the coming years.

For anyone considering buying, selling, renovating or investing in property, understanding these changes is important.

At Midlands Real Estate, we have examined the key housing-related announcements and what they could mean for homeowners, first-time buyers and property sellers across Offaly, Laois, Westmeath and the wider Midlands.

Help-to-Buy Scheme Increased to €35,000

One of the most significant announcements for first-time buyers is the increase in the Help-to-Buy Scheme from €30,000 to €35,000.

Effective from 7 October 2026, the increased relief is designed to assist qualifying first-time buyers purchasing newly built homes or building their own homes.

The scheme continues to apply to eligible properties valued at up to €500,000, with relief subject to the qualifying purchaser’s tax contributions and other scheme conditions.

For eligible purchasers, the additional €5,000 could make a meaningful difference towards their deposit.

However, it is important to remember that the Help-to-Buy Scheme does not apply to the purchase of ordinary second-hand homes.

No Stamp Duty Reduction for First-Time Buyers

Despite discussions surrounding potential stamp duty relief for first-time buyers purchasing second-hand properties, Budget 2027 did not introduce a new exemption.

The existing residential stamp duty rates remain in place.

This means that buyers purchasing second-hand properties must continue to account for stamp duty, alongside solicitor fees, valuation costs, surveys and other associated expenses.

For prospective purchasers, understanding the full cost of buying a property remains essential before making an offer.

New Derelict Property Tax Announced

Another significant announcement is the proposed introduction of a new Derelict Property Tax.

The Government has outlined plans for an annual tax calculated at 7% of the self-assessed value of qualifying derelict properties.

For example, a property valued at €200,000 could potentially attract an annual tax liability of €14,000 if it falls within the scope of the new legislation.

The preliminary register is expected in September 2027, with the first payment deadline scheduled for June 2028.

It is important to distinguish between vacant and derelict properties. A property being unoccupied does not automatically mean it will be subject to the proposed tax.

For owners of neglected properties, this development could provide an additional reason to consider refurbishment or bringing a property to the market.

Across the Midlands, there are numerous older and vacant properties that offer significant potential for refurbishment. Bringing suitable properties back into residential use could help increase the supply of available homes.

Increased Rent-a-Room Relief

Budget 2027 also announced an increase in the Rent-a-Room Relief threshold from €14,000 to €16,000 annually, commencing in January 2027.

This measure allows qualifying homeowners to earn additional tax-free income by renting accommodation within their principal private residence, provided the relevant conditions are satisfied.

The changes also include an extension of the relief to certain qualifying detached auxiliary dwellings.

For homeowners with suitable accommodation, this could provide an opportunity to generate additional income while helping address demand for rental accommodation.

Additional Investment in Housing and Infrastructure

The Government has committed approximately €9.4 billion towards housing-related expenditure in 2027.

This includes funding for social housing, infrastructure improvements and measures intended to support residential development.

Investment in essential infrastructure, including water services and planning capacity, is particularly important for the delivery of new housing developments.

Across Offaly, Laois and Westmeath, the availability of serviced development land and supporting infrastructure remains an important consideration for future housing supply.

While increased funding does not immediately translate into completed homes, sustained investment could support additional residential development over time.

Greater Support for Energy Efficiency

Budget 2027 includes €654.5 million in funding for residential and community energy upgrades through the Sustainable Energy Authority of Ireland (SEAI).

Energy efficiency continues to play an increasingly important role in the residential property market.

Prospective purchasers are paying closer attention to Building Energy Ratings (BER), heating systems, insulation and the potential running costs of a home.

For sellers, improvements to a property’s energy performance may help make their home more attractive to prospective purchasers.

However, the financial benefit of any particular upgrade will depend on the property’s condition, the cost of the works and prevailing market conditions.

What Does Budget 2027 Mean for Sellers?

For homeowners considering selling in 2026 or 2027, the Budget has not introduced a major new general tax incentive for selling a residential property.

Nevertheless, several announcements could indirectly influence market activity.

The increased Help-to-Buy relief may provide additional support to eligible purchasers of newly built homes, while the proposed Derelict Property Tax could influence decisions by owners of neglected properties.

More broadly, Government investment in housing and infrastructure may contribute to changes in housing supply over the longer term.

For individual sellers, the fundamentals remain important: accurate pricing, professional presentation, comprehensive marketing and effective negotiation.

What Does Budget 2027 Mean for Buyers?

For first-time buyers purchasing a qualifying new home, the increased Help-to-Buy relief is a welcome development.

However, purchasers of second-hand properties have not received an equivalent increase in direct financial assistance under the Budget.

Regardless of the type of property being purchased, buyers should carefully consider mortgage approval, deposit requirements, stamp duty, legal costs and the potential cost of improvements.

Seeking financial advice early and understanding the full purchasing process can help buyers make informed decisions.

The Midlands Property Market: Looking Ahead

The residential property market across the Midlands continues to attract interest from buyers seeking family homes, first-time purchases, investment opportunities and properties suitable for refurbishment.

Budget 2027 introduces measures that may influence purchasing decisions, property ownership and future housing delivery.

However, the performance of individual local markets will continue to depend on factors including housing supply, mortgage affordability, buyer demand, employment and economic conditions.

At Midlands Real Estate, we believe that informed buyers and sellers are better positioned to make confident property decisions.

Whether you are preparing to sell your home, searching for your next property or considering the sale of a vacant or older residence, obtaining accurate local market advice is an important first step.
